As far as the "2D ban" goes, this is the best I could find... and mind you, this wasn't easy to dig up. 2D Ban? Kind of...
It simply states that Sony doesn't like 2D games, but still allows them on their system if they're garunteed to sell. Which is what I said earlier. Sony doesn't want everybody to pump out shit games for their system and destroy their good name, instead they want high quality games with advanced gameplay and graphics... you can't blame them for that. They are, after all, a business. Because of this, they often reject many new 2D games. That is, until they are garunteed to sell. Games like Worms, Viewtiful Joe, and Metal Slug are allowed because their popular and come from popular well-known game companies. It's all marketing.
2D games are not banned, they're just looked down upon because they're seen as "old technology". As stupid as it sounds, it's just a guide line and not a complete ban.
If AH is having trouble reaching the PS2 it's simply due to the fact that Sony has no idea who they are and are afraide that the game won't sell. If the did this for everybody, then sony would have lots of games that wouldn't sell and they wouldn't dominate the market like they do now... at least that's how they see it.

But, SNK is Capcom and all the games he mentioned are available for the PS2 (although King of Fighters is now 3D). But Metal Slug and Viewtiful Joe remain in their classic 2D format. Like I said above, if Sony knows the 2D game will sell, it's allowed. Also note, even this says "Sony DOESN'T LIKE 2D"... not Sony BANED 2D games. There is a diffrence in preferring games where done in 3D and completely banning 2D games all together.
