Can't seem to be able to do this from a web browser on my phone. I tried both Chrome and FireFox and both show 'Make a news post.' But the text box never shows up. Anyone have any luck?

Unfortunately, making a news post on a mobile device isn't possible yet.
Hopefully it will be soon, though!

The rich text editor we're using in blogs isn't mobile friendly. We're introducing a new text editor in the upcoming forums update, which will then likely be integrated into the blogs.
