unless its an obscure setup most hackers don't have a strategy to attack it even then they COULD.
Kinda like how Java applets got removed from the face of the web (almost) because they were insecure.

You could make an application that allows you to run flash plugin from the browser, but it'd be riddled with security holes by say 2021.
you could add extra security by restricting the flash plugins access to the internet, selectively enabling this function like a built in firewall perhaps

You can run windows 98 in browser on Web Assembly its not a big leap to get it working with xp and you dont need most of the code form XP just the bare minimum for running 1 program and this code could instead be sourced from WINE and React OS therefore flash can be run from there,
Loading times and file-size are an issue but we had no issue jumping from 4mb swf to 64mb - 500mb streaming video
