I totally get what you're saying but you kind of have to remind yourself that standards for animation weren't as high back then so this was probably encouraged, and also you've gotta commend them for bringing a sense of community to NG, as seemingly cancerous as they were.
I only remember a little bit about the Clock Crew because I was just a kid back then, but hey, it was probably just a fun little harmless thing where everyone could get involved.
