It is nothing remotely close to Rocket Power. And it was just a movie, not a series.
It's a comedy/action movie. If you look up the synopsis, you'll probably get a bad impression, but it's hilarious and awesome...and gross.

A better choice would actually be Monster, because it's free of all of the typical anime stereotypes, {fanservice, moe, etc.} and has a very deep story to go along with it. It may not exactly be a beginner's anime per se, but it is one of the more enjoyable anime series out there, even for non-fans.
