Remember that royalty free doesn't mean the same thing as copyright free.

It depends on whom the copyright belongs to. If the ToS states that the pack is not copyrighted to their maker, then by all means. Just make sure that you provide adequate sources when and if you use such samples.
But AFAIK, publishers of royalty-free samples will more than likely retain their copyright on the their samples. They did after all, create them.
Every different publisher will have slightly different rules and regulations regarding the usage of their perspective samples, so there's no one easy to navigate "golden rule" concerning royalty-free "samples". Best to read up extensively on the samples' Terms of Service before using them.
