Well if it's a symbol then anything you draw on the same layer will automatically go behind it. You can put those fills and/or lines into a group and then they will be able to appear over that symbol on the same layer. Then you can just send that object or group forward or back to adjust if it's on top of or below other symbols/groups on the same layer (e.g. Send to Back command). Fills and lines will always be on the bottom.

I think using Object Drawing lets you do the same thing. But why wouldn't you want to make a new layer if you're just going to go behind or in front of something anyway?

Pretty much what Th1rt3en said, though I would like to second his question. There generally isn't a need to be very conservative with your layers. What exactly are you working on?

No, and you will also be unable to do proper tweening if there's other things on the layer iirc
