Bloody hell, you win points for tenacity alone.
Though that's just a token bit of praise. You've done a fantastic job capturing the enthusiasm and lighthearted nature of Okami/Okamiden, and nice work with the transparency of the water in that one area.
Ignoring any wonky anatomy or composition, I would like to comment on the values you've used. I've included three examples - your original example, desaturated, some minor changes, and a desaturated screenshot of Okamiden. The idea here is that you've used way too many lighter values - and the end result is, as a result, a bit eyebleeding.
Now, I want to emphasis that this is neither a particularly good go-over nor that the form I've added necessarily fits in with the cel-shaded aesthetic of Okamiden (it's a tricky subject), but the idea is to drag the image overall towards the midtones, with white and darker colours used for contrast. Image of Okamiden for comparison - though it may come off as light-toned, most professional works do tend towards the midtones.
I wouldn't advise doing values first in monotone, nor adhering to any arbitrary rulesets (never use pure black or white, blah blah blah), but just doing what you feel is best for the picture. It's something to keep in mind. For further reading, check out this. Don't let the painting focus sway you - you don't have to work in a specific medium for the lessons to apply to your work!
Again, great work with the fanart. And always remember to keep Tim Allen's beautiful, slightly wilted face and words in your mind.

Alright, time to spill the beans. In case you didn't already figure out, those bits of pixel art I recently shared... were for a Ludum Dare 33 submission by Squidly, dlxrevolution and myself.

In between my art and stuff, I am also going to include drawn journals. Those are going to be rough sketches because my remembrance of the details are hazy, and I often don't want to remember the things I'm about to draw because of how painful they are.
Starting with the first entry.

Obviously unfinished, but... I hope this drawing looks far, far better than what I had initially come up with.
I like all the drawings on this page :D

(Meant this for your favoured star piece, but the rest is cool too!)
Meep, thank you! ^_^
Now, updating this thread for something in progress. I've been watching a lot of Mario Galaxy 1 and 2 lately, and been meaning to come back to playing Galaxy 1.
