I'd say the best game available for 400 MSP is Doom. There's a surprising amount of pretty good titles for that much though, such as Dead Rising 2: Case Zero, Cloning Clyde, Geometry Wars, Swarm, Assault Heroes or Vigilante 8 to name a few off the top of my head. Download some trials and take your pick. There's also the Megadrive ports like Phantasy Star, Gunstar Heroes or (my personal favorite) Comix Zone for example, but you'd be better off getting the retail Megadrive collection.
I think you can get a nice port of Contra for 400 points. Otherwise, just get DOOM.

Doom. Total Miner Forge is 240. Hydrophobia which runs similar to Uncharted is exactly 400 MS Points as is Doom.
Do you like fast paced 2D fighting games? Some of the King of Fighters Arcade titles are on sale at the moment, about 400 points each. I'd go for The King of Fighters 02 Unlimited Match, it's pretty good, and you can check out the trial before buying it. Whoever suggested Total Miner: Forge also has the right idea, decent game and MineCraft substitute for only 240 points. Dead Pixels is also a great old school side-scrolling, zombie survival indie game for only 80 points, not to mention the wonderful, albeit uber-retro RPGs Breath of Death VII and Cthulhu Saves the World for (I believe) 240 points each.
Some DLC is 400 MSPoints, but you could go spend it on some good Indie games like Tec 3001.
