They aren't. Genitals are reproductive organs. Nobody on this entire planet considers boobs genitals. They are secondary sex characteristics.
Well some people don't consider them genitals but they are used partly in reproduction, when a mother breast feeds a baby !

Boobs aren't considered genitals, it's just that women aren't allowed to take their shirts/bras off in public places. Although there is nude beaches where they allow that. The only reason I can think that some people would consider them genitals is because on women they produce milk, which is a function of the human reproduction system. But on men, they're useless.
I'd say for men, they aren't, but maybe for women they could be.

Technically they don't have to be pregnant to give out milk, it just takes less force to get out when they are. Also the only way I'd consider them as genitals would be those smaller "chesticles" since they're so small they could be considered genitals.
