As I said before, the government already does that. It's not really our fault that food and beds don't always end up where they're supposed to be, not to mention we are in a recession, and that's probably the first thing that they'll cut out of the budget, if they haven't already.

That's what we try to do, and guess what? Genocides and poverty still happens anyways, and by the time we get there, it's either too late, or it's just simply pointless.
