I think most mods are already pretty laid back. I rarely see any mods these days.

Honestly, as a medical center employee, I don't disagree with your sentiment that patients who receive medical cannabis are using it as a cure. However, in the case of motor disorders, the effect remains only as the high remains, so they are (kind of) smoking just to get the high, because that is what provides their cure.
