Mine would have to be the Announcer from Resident Evil 4 at the title screen.

I like the dude from the WoW cinematics. Cool voice.
The guy from Street Fighter Alpha 3 sounds kinda cool "Live and let die... Go for it man!", but I think the guy from Capcom vs SNK 2 is better, even if he doesn't sound as excited.
He also has more phrases and sometimes talks during the rounds "That's what I like to call, big damage"; and he's not as annoying as the voice in the Real Bout Fatal Fury series.

Minus Super Smash Bros. (he sounds like a nerd trying to do the Quake announcments), I agree. NBA Jam's annoucer was just so over-the-top hilarious and exciting, that I couldn't help but fall in love with it. Team Fortress 2's announcer has that tension built into every line, which only adds to the gameplay experience.

your dumb, the resident evil 5 announcer sounds better, also the Halo announcer sounds dumb too, he sounds like a cheezy voice you get from a Disney gamer stereotype.
i liked the timesplitters anouncer guy, skip to the 0:50 point to see what i mean, this voice sounds cheezy too but it's still better.
