To the guy below me, the cloud tops were supposed to have an epic feel, so my guess is that they (nintendo) simply remixed the field theme into a more heavenly/heroic thing. Though it does sound very similar, at about 0:35 it starts to make a difference.

That isn't the BGM for Cloud Tops; that song can be heard from the field.
