This is the first movement of a three movement piece titled "Yume" which means Dreams in Japanese. Empty City was inspired after a recurring dream about being lost in an city. The first two chords symbolize the grander and the emptiness / stillness of the city. The melody is made up out of the notes from the beginning chords. A fitting tune, considering your description of its inspiration.

Desolate. Dreamy. Simple. Mysterious. A little dreary without being actualy sad. Would fit very well as an incidental music background track to a scene in something like, say--an empty city.
