Written for Chips Compo: "Chips 149!" (themed city in the sky)

First things first: The name means "Sky Festival" or "Sky Fair" (Welkin is old english for sky or heaven, and Feria is from spanish origin for "a local fair or festival"). Instead of going with any form of "big city" feel I decided to write a wind ensemble / concert band piece with more of a rural "hometown" feeling. I wanted something with a bit of emotion that showed the different pieces of a carnival or a fair–something that would remind some people of their childhood if they ever had a chance to go to one. Only taking around 14 hours to fully compose (if I remember correctly), I am quite pleased with this. This is a fully playable piece and when I release it to other places after voting sheet music will come with it :) (Also btw the beginning is inspired by "Day Danse" by Chick Corea)
