As far as i'm concern, he tried to join the police force... he got a bit too happy on the shooting trials, leave a big impresion on the Police department, after that, he didn't get to job, fell off into depresion, and when Rocky gave him the opportunity to be useful again, be wielding the things he really likes, he just said "Yeah ok", and now we're here.
