He's a modified desk jockey made from spare parts in Professor Pete's basement which Ted Batty used to create paintings for the cogs which would transpire to making paintings for much higher cogs like the CEO, VP, CFO and even the CLO. Ted Batty would then add upgrades and modify him to such a degree that he started becoming sentient which doubled as disguise but had the ability to move around with his own agency. And once Ted Batty would be caught for what he has been doing The Art Jockey would help stop the managers from harming Ted Batty and since then he has been staying at the second floor of his shop where he continues to make art and sell it to other cogs and even toons now.
