According to "RowserletStudios1993" of DeviantArt they can, which is why he requested Rita and Georgette from Oliver and Company in mermaid form.
This is a variation of that artwork he requested because I've read that some people prefer mermaids without their bosom coverings. It's also my final contribution to this year's "Mermay Challenge" as it's the end of the month.
