I used GraphicsGale to create all the art assets (blinking cursor animations, the icons, the character graphics etc), then put them altogether in Adobe After Effects and controlled the cursor motion, background scrolling and general timeline from there. I was careful to keep the white pixel visible in all frames. After Effects isn't .gif friendly - you have to export everything as a .png sequence and compile it again in something like Gale, Aseprite or Photoshop and export that as a .gif. Gale chugs enough as it is with a base-resolution file, and trying to export an upscaled .gif can result in "Out of Memory" errors, so half the time you're better off just turning your AE animation into a .mp4 if social media sharing is what you're trying to accomplish.
