Been feeling wallpaper-y. This is more of him flaunting over the city the HellFighters Guild. While his actions may be criminal, its done better for the city. His money comes from the jobs hes taken, Military aiding and world stealing. Mostly making money when contracts were breached and they country or planet that tried to double cross him he would take the planet they wanted and wreck there homeland. 

Once they realize the Dark Dragon is more than he appears to be... they realize they realize they were diving headfirst into the apocalypse.

Then again the Dragon himself can be reasoned with, but piss him off enough and thats revoked DRASTICALLY.
