My goodness, memories it brings. The soldier could be a little bigger, though, to fill up space. As usual, the colors flow nicely, and the style nearly fits the game.
Quality: 10/10, just for the nostalgia
Composition(percent of paper used): 9/10 Whole bug soldier...thing is seen, but it could be larger.
Overall: 10/10 OMG TF2 !!
...Anything else I write probably goes back to how awesome this is, or how much I would love to see more tf2 characters.

Truly enjoyable.

Character design

You're pretty good with character creation & design!
The lines are very defined and clean. Style is consistent. Shades and colors are well chosen.
I saw a few of your other works, and I noted you don't draw a background for your characters.
If backgrounds are not your expertise, I think you should practice drawing backgrounds. It would allow you reach a new level in your work, drawing the characters in the context of an environment.
Just my opnion.
