LAL:CE D25 Commander Tesla

( Hey come on I'm only a week late for Jolteon Day. )
Time for another Pokemon OC, allow me to to introduce you to Commander Tesla. This is based on a plushie I have that my bother, Fireball Kitsune (Twitter/Instagram), dressed-up and gave to me as a birthday gift.
I haven't done much with her yet, but I one thing I really want to do is to put her in a Steam/Frostpunk world with some inspiration from Northern Asia culture.
