So is Cempress narcissistic toward and of her daughter, or is she actually a good parent? If the answer is in between, then where does Cempress lean toward on that?

she's an overly doting and spoiling parent if anything! for the princess, the dissonance between how well she is treated and how her mother treats her empire is uneasy.... as well as the knowledge she will eventually inherit all that!!
