I think you did this just because not to make her the only one who's not using a bikini/swimsuit type or swimming in the water, and Rosalina is the only one who's not using a dress for make her "original" and more gorgeous!
I think Peach was using a swimsuit underneath too, like Daisy, but that wasn't visible until that!
