Jesper Johansen from "Klaus."

"Klaus" is an awesome animated film (directed by Sergio Pablos, who was an animator from "Tarzan" and "Treasure Planet" - and a creator of "Despicable Me"). And I love Jesper - he has a Dr. Doppler vibe with a Kuzco personality. XD

Started this drawing since New Year's Eve, and then finished it over two weeks ago (Jan. 2nd). (Though later on I fixed a bit with art materials on Jan. 7th for editing). Used Photoshop for editing and adjustments.
