Q: Why did you name this piece "Judge"? Is she a sort of judge character?

Yep, drew inspiration from FFXII's (and Tactics Advance) Ivalice arbiters or judges: Zargabaath, Drace, Gabranth, etc.
They are badass high rank commanders of the empire and enforcers of the law.
