99th illustration of the year.
Yatsu (literal translation: 'Guy'), AKA the Metal Fetishist, played by Shin'ya Tsukamoto from Tetsuo: The Iron Man, which was also directed by Tsukamoto. It's one of my favourite movies of all time. Strangely enough, it's available to watch in its entirety on YouTube. Very unique experience. I highly recommend it!
