I'm not normally one to draw villains unprompted. A lot of them are sad little chud strongmen with money where their moral compasses should be- yknow, like in real life. But Dark Kat stands out, especially as a Hanna-Barbera character, for his intimidating, almost Warhammer-esque design and not-even-remotely-fucking around approach to villainy, including possibly demon summoning? (Who the hell knows what the creeplings are supposed to be- or even why Dark Kat himself looks like that) Dude threatens nuclear destruction of Megakat City in his first appearance. Horrible, of course, but pretty goddamn hardcore for a sort-of-a-kids show. I also like the scenes where when one of his schemes goes awry, his backup plan is typically to just pick up a fucking gun and start blasting. He's remarkably practical for someone with such theatrical mannerisms and dress.
