for what its worth is pretty okay, I give you a half way mark for this its not great but its not bad either its in a grey area, the grey area of 'decent' it doesn't really blow my mind but its doesn't really make me go *blech* and that's okay.
Now how I'd improve it:
it seems very static and very awkwardly placed with the head, and is also a little 2-D ish (2.5-D?) its very reminiscent of old flash movie characters in that its comprised of little detail so to soften the harshness of development times, you could go further with this than that by maybe looking at real life bull-dogs or the mascot's helmet, by looking at that you'll be able to work out its texture (something even i have yet to learn) its not hard really once you get down to it it just depend if you're bothered to experiment with it. Additionally an expression would be nice since it brings out a character in, well........a character.
I see the main point for this image was to test some shading skills but to successfully shade you've got to consider where the light is coming from that and the depth of field, and how a physical piece of mass is shaped, and how light will affect that piece of mass, i wont get into technicals since you just get a 6th sense for how this all works as you move along with your art, so don't think about it too much but just know its there as an option to expand your art and i hope you consider experimenting with it.
It's a little doodely however doodling is the gateway to illustration and illustration covers a wide range of things from, adverts to graffiti, just go the way you're going don't change track suddenly because 'its better to learn how to swim before you're thrown in a river' go at a pace you like art should not be forced and should really be a hobby at first.
Like I said, it truly looks better in real life when the pixels hadnt screwed it up. (Thanks for the printer links btw). And to be honest i wasnt really aiming for a bulldog, it was just the mascot so it does look like a dopey little character. I realized i failed on the shading part but i felt i got the jersey awesome though it got cut out >:O. As i said, this was before the Pokemon, so i'm just experimenting like you are.
You are right, not as good as the Pokemon one. But being one of those delicate pencil drawings, i can see why the pencil hurt it. Honestly I cannot see it very well. But if it is a transition piece it's still better than your original art. Getting better my friend. Getting better.
