Basically; Nasjonal Samling (National Unity) is the Norwegian party that cooperated with Germany during WW2.

And, No, I'm not a National-Socialist. I just started drawing a random angry man, and got the idea towards the end of the drawing.

The text roughly translates into something like this:
Upper text: Resort to the rifle.
Bottom text: Or be in the way/ be a burden.

It doesn't make too much sense, but it rhymed.
