According to my interpretation, 514 is a miserable employee or janitor of this beautiful white city, where only the genetically "superior" are privileged to live in excitement and joy. When 514 wins the lottery, it doesn't turn out to be what it exactly is meant to be. Instead the winners are put into some kind of stasis and are used to feed and rejuvenate the youth and beauty of the genetically "superior".
