I hate to have to explain my own joke, but this is a parody. It shows how all the terrorists look the same as everyone else, and the more innocents you kill, the more terrorists you make. The sandwich/bomb thing relates to the cluster bombs we released in Afghanistan - they were small and yellow; just like the food packets we released. The missiles with bad aim relate to the cheap laser guidance systems and the high number of civilian casualties.
