A nice little time waster. Though the only thing that I did find bothersome, as someone else already pointed out, the cogs didn't always mesh up. So what you thought wouldn't work would, or what you thought should, didn't.
Something that might enhance the game is by adding some animation topside when you complete a level aside from the spinning level. For example a farmer comes out of the house and uses the well. Miners come out a small cave with gems and gold when you complete a level that a mine and light source. These little bits could liven up the game a bit, confirming your success more. You'd like to think that if you are saving these people, they would go back to their daily routines once they have their power back. Just throwing an idea or two at you.

It reminds me of a puzzle on much loved UK TV game show "The Crystal Maze".
The music was great, the game had nice colours and the gameplay was good.
The concept was a bit basic though, but you used it well.
