Nothing distinguishable
You've taken the traditional model for upgrade-based birds-eye view shooter games and made it worse.
First of all, the upgrades are ridiculously priced. You can get 1, maybe 2 level two upgrades if you're really good at the game. Now this may sound crazy but, it's almost as if you're trying to make people play your game for 5 hours on end! That would only happen if your game was really, really good, which it is most certainly not. The prices of the upgrades does exactly what you don't want; it drives people away.
Secondly, the music for the game is metal. While you may think this suits it, I did not and I would wager a number of people feel the same way. You might have made multiple genres, or an option for a different type of song, but instead you forced metal on my ears and so I muted your game, not a good sign.
The fact that this is neon doesn't even make it different from games done in this style, in fact most of them are neon.
Conclusion: Your thoughts about what would make the game great interfere with any minor chance this game had to be decent. Nothing distinguishes this game from other games of the same style, except maybe the bad things.

Fun, for about 20 minutes
Got repetitive after I killed the boss and then got all the rampage achievements... Most of it was nothing special. Nice explosions and cute enemy variety though :)

Pretty Good
Not worth much when it comes to replay value.... The first time I played I managed to beat the first boss (don't know if there are any others), upgrade my ship completely, and get 55% of the achievements. I ended up suiciding because it got too repetitive and easy, leaving me with the 7th highest score.
Nice controls, good upgrades. I wish there were more enemies for more of a challenge. The time slow was fun to play with when I wanted the enemies to kill eachother. Otherwise, not much use.
Fun time waster, keep up the good work.
