You did a good job capturing the feel of games like the Final Fight series (haven't tried Streets of Rage, but it looks similar) and it had a very good feel to it.
Unfortunately, I've experienced a few game-breaking bugs. I've experienced that the game "crashes" on occasion when fighting the first boss (some frames, like the boss' falling frames repeat over and over again and you can't continue when it does). This typically happens when playing as the female.
When playing as the male, I've experienced that the second boss simply makes his spin-blade attack out of the screen and never reappears, resulting in you getting stuck.
Generally, when playing as the male character, I have trouble kicking open crates when I have a weapon equipped (as the female, a flying kick usually works, but for some reason, the male can't hit the crates when performing a similar move). This is very annoying and the primary reason I prefer to play as the female (her moves are cooler anyway).
Bugs aside, I do find the moves a tad repetitive. Most of the female character's moves are varying types of flying kicks, which gets a little old. The male character fares little better.
I also wish the game tried a bit of innovation or had less of a liniear approach, but this one's a tough one to argue, because it uses a tried-and-true formular that generally works.
These issues aside, and the lack of any story background (aside from what's obvious: bad dudes have captured dinosaurs and try to use them as weapons), it's a very fun beat-'em-up game with some welcome difficulty settings so the complete noncompoops like myself can get into it.
Graphics and controls are good and I'm especially pleased you included the ability to bind keys.
You know what was a cool game? Cadillacs and Dinosaurs. Wanna know what this game has? Good sprites and backgrounds, and......... that's it. Serious, this website alone has better brawler games, and everyone here is overrating this for its graphics and nostalgia exploiting.
Very few attacks, arbitrary weapons and items, and ridiculously easy. Have you ever PLAYED the arcade games this was based from? I don't think I ever went below 4/5 health. Try making a good game first, THEN prettying it up.

Fun, but a little limited
Well, it was a good nostalgia rush.
