In this short animation, a stripper emerges from a cake and begins to dance only to find that, here is the punchline, that as an African American, is in the wrong place, and at the wrong time - at a birthday party for a member of a racist orginzation. The mild humor is overshadowed by the racism and I do not find this funny. It is pretty much canceled out in my book. For the artwork, the design of the woman could of been touched up a bit, as well as the other characters and background for the room. The sound effects all sounded fine. In addition, you really should add a preloader and a replay button, rather than it just starting and restarting at the beginning nad end.

I remember this joke from MAD.

It was funny then, too. Your art and animation aren't the best, but adequate for what you're doing here. All factors were actually handled at about the level required. Perhaps you could start a series of MAD jokes in animation form, giving credit to the original authors, of course. I'll be in line for viewing that one!
It's just too bad some assholes are gonna miss the point entirely and label you, yourself a racist over this. It'll probably get blammed away too. Sign of the times, I'm afraid.
