Well, I like the concept. Roadside littering is a personal vendetta of mine, so props for taking on such an oft-ignored subject.
Your choice of consequences was ... exceedingly dramatic. I mean, the glass lights the bird's BLOOD on fire. Really? Come on, now. If I could make a bird's blood spontaneously combust, I might litter just for the hell of it.
When your littering consequences aren't even remotely plausible, it really takes some credibility out of the piece.
Your car also changes colours; that's a huge inconsistency. The animation itself was choppy, but I don't know a lot about that so I'll leave that to more experienced animators to critique.
You also had incorrect grammar sprinkled throughout. If this is really for school, that's a huge no-no. I'd fix that. Get a proof reader.
