It's kinda look like spam propaganda. If everyone in Newgrounds would follow your advice , I'm 100% sure that newgrounds would be empty. We need variety , not only meme or unoriginal flash. It would ruin it. People are better go to 4chan for meme then Newgrounds...
I agree with you about if a flash have the character in the ''well know video games'' I mean some really liked these video games , they will rise ( in the score of the flash ) what they know and can reference on it. Sonic , mario and luigi are really much used.
If found your ''advice flash'' a little weird. You are saying that the majority of Newgrounds population are 13 years old, where did you took this information ? All I could see was stereotype of Newgrounders.
Personal note: (not toward the author of this flash but at Newgrounds.) Putting flash on youtube of a flash without the permission of the author is considered as stealing. People seem to be retarted , that a clever fact, because everyone has a ''new'' personnality on the internet. I know that internet is chaos and I can't prevent people for doing bullshit. Gentlemen. Now I will go DIE in my troll tavern , good bye.

oh my god.
thi is the worst tips on how to make a flash EVER. this is for the lowest uncoll flash makers on here, not even the kittycrew would listen to this. i'm sorry, but this is nto for high class newgrounders like me. cock joke are for /b/tards. i may be /b/tard, but thats so not "awesome" at all. cok joke not funy, rickroling is now out of taste. you put shoop da whoop to shame, you put hentai to shame, you put johnyutah to shame, and i do not like it. the tom fulp paart is what made me give you a 4, but that was the ONLY funny part. make flashes for HIGHER class NGers like me if you want to be well known. WE HAVEPEOPLE EVERY WHERE ON NG!!!!

as valid as some of the points are, the exact same thing was done around a year ago by biffthetimid (How 2 Succeed on NG) and even further back by rtil (Flash Comedy Extravaganza). i dunno, due to those two flashes this just kinda seems irrelevant and doing nothing but pointing out the obvious

And besides, some of the best comedy comes from pointing out the obvious. Like George Carlin.
I'm sure you've made something that's equally as similar to something else at some point. One reviewer pointed out this movie's similarities to movies with very little in common that came out in 2000 and 2001. So, you're not original either ;)

Well, not too good .... ok for Ng though ...
actually it was kinda like "How 2 Succeed on NG" by "BiffTheTimid" just ... worse ....
And if all animators followed your so called "advices" Newgrounds would be just a load of trashy animations.
Sooo due to the fact that your animations was not that good and i hope no one rly follow your instructions I still admit that nearly everything you say was probably right ....
And here an little advice for you too:
Stop acting like Im-owning-Ng-and-am-better-then-you that don't attract people with self-asteem and they going to vote worse then they might have if they did not dislike you.
PS: I think Tom Fulp has still a beard.
