Gimli's feets are moving too fast in comparison to the others! That is if he actually has any. I'd add some color to the blur so it doesn't look like he farts to stay afloat. Good coloring.
That's really all I got.
Oh, it's not really a loop. It just ended for me. You can actionscript an actual loop if you cared, but I'm thinking this is more of an test animation than anything. (which I think is frowned upon, but who's lookin' to scold you anyway?)
This review you just posted is what i just thought of when i was creating this. The blur sucks in cs4 (Can't use any spin-blur filters). I dont know how to use actionscript and i wont't even bother just to make it loop. Gimli isn't supposed to go that fast. He is running on grass with leather boots wich means that he often misplaces his foot and slips on the ground becuase of the rapid speed.

It's....alright. Wouldnt call it great, but Gimli scurrying gave me a chuckle. Music was alright, but it could have used some more lyrics. I liked the beginning bit, with the hobbits, and it would have been cool with more of that.
