I swear, civilian's would run from any zombie they saw, not have a little infection party every time they saw an opportunity to screw up the level. Also, shouldn't people be faster than zombies? I mean, when the zombies begin to advance to higher stages, perhaps not, but if you decide to keep the idiotic AI the civilians have, at least make it so that the player can run fast enough to prevent a whole spread on one end before having to crawl back to the other to save them. Of course, this was manageable for the first 10 or so levels, but after that it was near impossible. If you could make the people faster, and actually make it so that they'll run from the zombies, great, but those elements make it really hard to play after a while. Ideally, a zombie/civilian protection game should have so many underpowered zombies, with a couple really strong ones, that it balances with the speed and power of the player. The first levels start off easy enough, but as zombie number increases, it becomes more of a challenge to keep the hordes at bay, regardless of their speed and low defense.
Overall, good start, good effort, I gave you a 4/5 for the first couple of levels, but you need to work on those things. Everything else is good. Keep it up.
