why is it that it always takes cartoons and comic strips to make sense, but due to the animated, or in foamy's case vulgarity, it gets dismissed?

Although George W Bush was a failure kid, my econ teacher (who knows what he's talking about and was actually really good teacher although he was almost Foamy in your face) pointed out something that a lot of people missed because of his overwhelming idiocy was that he was the first president in a long time that actually refunded the American people their taxes like he was supposed to. He was a caring guy, if a little dumb and mislead. I'm giving you an 8 and a 4 because I had some good teachers that taught me sickeningly more than i wanted to know about politics and the American government.
