Quagmire enlightens even the darkest moods of people. Got a laugh out of this, and liked tinkering with the phrases. Nice job!

The look of it is great and most of the audio clips don't have any noise in the background but overall it is great. I bet many people are going to use this to prank call someone :P
This is pretty cool! But you should give some credit to the creators of Family Guy and the dude who voices Quagmire. And you forgot one of his main phrases!

its like... something I could come up using limewire and importing audio to flash....

If you google this it has been on the web since 2005. As for constructive criticism, make something original and don't steal other people's work.
