Needs interaction and more specific commands

What I really dislike in Pandemic is the lack of interaction with the player.
First of all just operating from an outside menu isn't so appealing; you feel like your actions are made from a different place than your map world.
Also the gameplay has just too much luck dependancy; if something bad for the players happens, I would love to create a strategy and avoid that occasion. Even if you can actually do something like that (like choosing the climatic zone you would like to infect first) this still feel limited and just too generic.
That's what actually makes Madacascar somewhat unbeatable in Realistic Mode.
Also a strategic game shouldn't have a winning strategy that applies to EVERY SITUATION. It would be great to ideate a winning solution based on the situations that happens in-game and making the player feel the weight of a wrong choice in a massive manner.
That said I actually liked the idea of a all-destroying virus so the rating isn't a total fail considering that strategy isn't my favourite genre ^^

couple issues

the goverments shouldnt develop a vaccine unless your desease kills like.... 10,000 people.... or something...
its strange that people would work so hard on a desease that makes you sneeze and thats it... or even one that doesnt do anything at all except spread.

Its great but....

Godamn i hate Madagascar, only way i can figure to spread it would be increase heat and passible by rodents and insects... Its almost impossible to infect them. But great game nevertheless 8/10

I could not help but smile as I watched the death toll rise and the people alive fall. This game is a good stress reliever when I want to murder people. So kudos to you for keeping me out of an asylum!
