I see no one here has no understanding of this.
The Caramelldanen is a meme where, well, characters dance like this. It's usually two people, they put their hands on their head like that, and they wiggle around to a loop of the speedy mix of Caramelldansen. It's a Swedish song, not Japanese.
This is a pretty nice version of it. Ignore the people who can't grasp this widespread meme.
