I think its perfect for the age group you listed. With its cutesy graphics and even cutesier music it'll do the job just fine.

I drove around for a while but didn't see any green circles, just lots of people. A glitch or was I supposed to look a lot harder for fares?

Here are the morals of the game:

1. Go fast! You get there ASAP, kids!
2.Crash into other cars! You won't die!
3. Let other cars drag you around!
4. Slam into your possible customers!
5.Drive on the sidewalk!

Seriously, put in some penalty's for going to fast, hitting people, and driving on the sidewalk. Seriously, young kids should know things about driving like:

Don't drink when doing it.
Pay attention.
Pay attention to the speed limit.

Adding speed signs, and bottles in the street that make it harder to drive, and penalty for bad driving. Then add some message like "Remember kids, buckle up, and tell your parents the three rules of driving:

Never drink.
Pay attention.
Follow the speed limit.

And oh yes, buckle up! :D"
