I would say its plays the way Roulette shoudl be played. But couple of things
1. Some way to shut off the music, gets a bit repetative
2. It should state on the board that the maximum bet is 100$ and this should increase over a period of time , like after 20 tries so the game still feels challenging
3. there should be a way to move chips once placed on the table
4. minimum bet should be started.
5. 30 seconds should be alloted for each turn before no more bets are accepted.
6. The Roulette table shouls spin on its own and you should not be able to do that. kinda makes the player think he is playing on his own.
7. have at least one AI so it gives the player the feeling of earning a challenge.
8. when you win, you should be able to see your chips stack up on the side. its always a good feeling to see that.

The game is slow, and in the game it is not clear what is happening and what actions are done. You should make it more clear. The music however fits the game quite good.

If you place your money on anything , press spin and while the wheel is spinning you remove all bets you don't lose any cash but if it lands on your number or option you win the money you would have done had you kept the chip on.
This means you don't have any risk of losing money so it is pure profit.
I would give this 0 starts but the guy actually made an effort even if it was half hearted
