There's no need to take a group. As the 1st poster indicated, the NPC is at 38, 80. Yes, there are a bunch of level 50 critters roaming around, including invisible level 50 panthers, but none of them are casters or ranged combat types, so if they jump you just run for the ocean which is about 20 yards from the NPC and as you may know melee mobs will not follow you into the ocean.

Approach the island from the north center and just go south til you see her. All you have to do is speak to her and complete the quest. It may take a few tries because there are quite a few mobs around and you probably have to be close to 45 to have a small enough aggro radius to make it possible, but I did it at 46 and it only took me 2 tries to make it to her without getting jumped.

After you complete the quest and get the xp, she gives you the King Mukla quest, which is a horse of a different color. And another story.
