its not horrifingly terrible, a little funny, but also VERY short. you just need to improve on:
make it a magikarp getting killed(nobody likes them)
better graphics
longer
and dont make it random

Try making it look better, the animation and colors did not go well together. Also try not to use a scope that looks like a rifle and more like something that could be linked to rocket sighting. The sound was very plain, this stood out more when the explosion i can only guess was a mouse fart. Length also was a bummer on the flash being short and not very creative in the climax of the joke of dig dug being kia. Make the death funny other than just a kaboom and thats it, little things will carry it a long way.
