I have only dabbled in making my own flash, and even then, only the tiniest bit. I made a repeating animation that involved balls bouncing around a screen... got blammed. I have However watch many more animations, and actually know what i'm talking about(most of the time).
(Okay. SOME of the time).

Any way, this was a pretty good Dress-Up. Mostly, perverts like me are dis-hearted to find that, once you get under the clothes of whatever model, there is no interactivity(e.i. hidden sex scene/animation). This is fine for some, even fine for me, but not what I prefer. It's games like this, One's with... creative, easter eggs that are truely inspiring. Sometimes, simple *ooooo*'s and *aaaaahhhh*'s just aren't enough. One example of an exceptional dress-up is Dress Up Lilly.

If you try to take off her bra and/or panties, one or both of her hands move to cover herself. There is a way to get past this, however. at the bottom of the screen, somewhere, there is a bottle, of rum. Put it in her hand, she drains it, and you can have your way with her. You can even use the empty bottle to make her come!

Anyway, Good Job, Great Flash, Keep up the good work, and make Cell's hand a top layer. Or at least above the jackets.

I liked it this is probly one of the best ones i hope it gets put into the dress up games catagory because that place needs some more metiral its got kinda sad in there but anyway good job and keep them cumeing lol make some bulma and vedal ones and make sure you do vegetas daughter cant rember her name tho its from GT well cya man good luck

I'm generally not one for dress-ups, but this one's a little special. Okay, I'll admit it- I've very biased thanks to my love of teh pr0n.
One thing I'd suggest is some means of reducing the clutter. It's great that there were lots of outfits, but too many can become annoying. You could try using multiple pictures and distributing the outfits among them, or just cutting down on some of the outfits. Many seemed to be just different colors of the same thing. More variety! The bra and collar piece was great.
